| ITOC Forms: RID Member Section Application (SUBMITTED) RID ITOC MS Officer Application Interpreters and Transliterators of Color (ITOC) MS Profile Purpose: The principal purpose of the Interpreters and Transliterators of Color (ITOC) is to advocate for the needs and interests of members of the RID, Inc. who identify themselves as belonging to ethnic minority groups. Objectives: A. To provide a forum for discussion and education of interpreting and transliterating issues which involve people who are Deaf or Hearing and of color. B. To promote, recruit and encourage active participation of all interpreters/transliterators and consumers of color in ITOC and RID and its Affiliate Chapters. C. To support all interpreters/transliterators of color who seek RID, Inc. certification. D. To prepare and/or review materials about interpreting/transliterating among people of color. E. To act as an advisory resource to the RID, Inc. Board of Directors and to standing and ad hoc committees of RID, Inc. on issues of interpreting/transliterating among people of color. F. To consult with Interpreter Training Programs seeking to recruit students of color. G. To actively seek input from consumers of color, particularly, from people who are Deaf/ /Hard of Hearing and of color on issues of interpreting/transliterating in their respective communities. Qualifications of membership: 1. Members of ITOC shall consist of all RID members in good standing who support the goals of ITOC. 2. Members of RID may belong to more than one Member Section at a time. 3. RID membership form and/or other officially designated RID venues shall be the only means by which members can affiliate with the ITOC member section. 4. No RID member may be denied membership to the ITOC Member Section. Voting Rights: Each member of ITOC must be a member in good standing with RID, Inc. and shall be entitled to vote during all meetings and elections. a. Proxies: Proxies may be assigned and carried by voting members. Each voting member may carry the maximum of three (3) proxies of other voting members. b. Mail Referenda: Mail referenda may be drafted and submitted by the Council no less than 30 days prior to the voting date. Written petition may be submitted to the Council by no less than five percent of the voting members of ITOC. Mail Referenda may be received by email, USPS mail, etc. Meetings: 1. A minimum of one open meeting shall be held at the national Conference. 2. Unless otherwise provided by the membership, all meetings shall be conducted according to Robert's Rules of Order. 3. Quorum is recognized as 10% of the ITOC members in good standing registered at the national Conference. 4. Special meetings may be called by its officers. The time and location of such meetings must be announced to all members of the group in writing at least 60 days in advance. Business conducted at such special meetings shall be ratified by a vote of two-thirds (2/3) of the ITOC membership. 5. The Council reserves the right to invoke closed session. Officers: A. ITOC COUNCIL: § The Chair, Vice-Chair and Secretary/treasurer ITOC shall comprise the Interpreters and Transliterators of Color Council and members of the Member Section Council. § The ITOC Chair and Vice chair positions are to be filled by members who identify themselves as belonging to ethnic minority groups. § Each officer shall have been a member in good standing in the RID, Inc. for one year prior to their election. § Officers shall maintain their membership in good standing in both RID, Inc. and the Interpreters and Transliterators of Color during their 2 year term of office. 1. Chair: a. Shall be a certified member in good standing of the RID, Inc. and a member in good standing of the Interpreters and Transliterators of Color. b. Shall conduct all meetings. c. Submits comprehensive financial and activity reports to the ITOC members and to the RID Board of Directors as outlined in the Member Section Policy. d. Shall represent the Interpreters and Transliterators of Color to the RID, Inc. Community, and its standing and ad hoc committees, or s/he may appoint a representative. e. Shall represent the Interpreters and Transliterators of Color to other organizations under direction of the RID, Inc. Board of Directors or s/he may appoint a representative. f. Shall belong to and participate with Member Section Council via phone conference, electronic messaging/internet-community technology, i.e. Yahoo Groups or other similar online meeting forum. g. Acts as liaison between members of ITOC and the RID Board of Directors. h. Maintains other duties/responsibilities as assigned by the RID Board or the ITOC Council. 2. Vice Chair: a. Shall be a certified member in good standing of the RID, Inc. and the Interpreters and Transliterators of Color. b. Shall conduct the Chair's duties if the Chair cannot complete his/her duties. c. Shall be Liaison to committees, as directed by Chair" d. Shall belong to and participate with Member Section Council via phone conference, electronic messaging/internet-community technology, i.e. Yahoo Groups or other similar online meeting forum. e. Shall have other duties as assigned by the Chair. 3. Secretary/Treasurer (optional): a. Shall be a certified or associate member in good standing of the RID, Inc. and the Interpreters and Transliterators of Color. b. Shall keep and maintain a full and accurate record of all general and officers meetings and accurate accounting of all funds and submit them to the Chair in accordance of the due date stated within the Members Section Policy. c. Shall make an accounting report at all General meetings. d. Shall belong to and participate with Member Section Council via phone conference, electronic messaging/internet-community technology, i.e. Yahoo Groups or other similar online meeting forum. 4. Region Representatives: a. Shall be certified or associate members in good standing of RID. b. Can have up to 3 representatives per region. c. Shall belong to and participate with Member Section Council via phone conference, electronic messaging/internet-community technology, i.e. Yahoo Groups or other similar online meeting forum. d. Serves as a resource to their Affiliate Chapters within their regions. e. Disseminates information to members within their region. f. Can host ITOC events in their region upon approval from the ITOC council. g. Maintains powers and duties as assigned by ITOC council. Nominations: 1. A call for nominations, stating and describing the offices open for election shall be sent to each Member Section member. a. Nominations require the signatures of no less than ten (10) Member Section members. b. The nominations and elections procedures shall be sent via first class mail or electronically to the membership and postmarked by January first (1st) of odd years. c. Nominations shall be returned via first class mail or electronically to the principal office and postmarked by April first (1st). 2. Ballot: Ballots shall be sent to voting members by May 1 of each election year via first class mail or electronically. Ballots are due back to the national office postmarked by June 1. 3. Contested Elections: Contested elections shall be determined by plurality of those eligible and voting. In the event of an uncontested election, the presiding officer of the member section shall cast one ballot for the nominee. 4. Elections Results: Election results and vote counts shall be made known to the candidates and to the board of directors within thirty (30) days of the election. 5. The ITOC Officers (Chair, Vice- Chair and Sect/Treasurer) shall collectively be referred to as a Member Section Council. Committees: § ITOC shall have Standing Committees and Ad Hoc Committees. In setting up such committees the Council shall take into account diversity in regards to geographic residence, racial or ethnic background, and hearing status; to the extent possible. Appointments § Unless otherwise specified, the committees shall be appointed by the Chair upon approval of the majority of the Council. The council shall inform the membership of the composition and goals of such committees within 60 days of their formation. |
